Steve Frazier assumed duties as the CIO of the California Martime Academy in Vallejo, California on July 17, 2006.   Located in Vallejo, California, Cal Maritime is a unique and specialized campus of The California State University that offers students bachelor’s degrees in business administration, facilities engineering technology, global studies and maritime affairs, marine engineering technology, marine transportation, and mechanical engineering. Cal Maritime is one of only seven degree-granting maritime academies in the United States — and the only one on the West Coast.  For more information on Cal Maritime, please visit our website at http://www.csum.edu or read the latest news.

For twenty-five years, he has served in academic computing positions at colleges and universities in five states.  During this time, he has taught courses either as a full-time or a part-time instructor.  He has also served as a programmer for administrative processes and academic projects as well as a manager of research at a business college.  Prior to his appointment at Cal Maritime, Steve provided leadership for the Center for Instructional Technology at Eastern Connecticut State University.

Steve provides leadership, planning, and management for all aspects of information technology at Cal Maritime including academic and administrative computing, telecommunications, data and voice networking, user support services, and technical aspects of distance and distributive education.  He also serves on a number of university-wide committees including the President’s Advisory Board, WASC Steering Committee, IT Strategic Planning, Diversity Resource Council and Chargeback.  Steve is also participates in the system-wide Information Technology Advisory Committee (ITAC) of The California State University.

 

Information Technology Initiatives for 2008-09

 

Numbers followed by letters in parenthesis (such as 4A) reference and are linked to paragraphs in the IT Strategic Plan .

  • Warrant network services and green the Data Center by virtualizing mission critical applications.  Train network support staff to deploy and maintain a virtualized environment. (4A, 3I, 3J) (This project to virtualize approximately nineteen of servers in the Data Center became a priority after the loss of Exchange and DNS services earlier this year. Implementation began in Feburary 2009. This will save on electrical power consumed, air conditioning, server rack space, time required to deploy new servers and staff overtime.)
  • Complete Phase I of the CampusEAI portal solution with basic out-of-the-box functionality described in the CampusEAI agreement. (2C, potential for impacting 2A, 2B, 2D) (CampusEAI transitioned Cal Maritime's new myCampus portal from the implementationt phase to production on March 6, 2009!  Beta testing will begin in March, 2009.)
  • Increase overall campus information security by: (4A - 4C)  
    • ·         Conducting four security awareness training sessions on campus
    • ·         Providing new Peoplesoft security training to replace existing video
    • ·         Use of posters, tips and reminders to raise awareness of information security
    • ·         Make demonstrable progress toward implementing an information security program based on CSU’s information security initiatives.
  • Meet the California State University requirements for the Infrastructure Terminal Resources Project 2 (ITRP 2) RSW2 implementation comprised of Route, Switch and Wireless 2 (RSW2).   Replace all switches in all data closets and deploy 50% or greater of 100+ secure wireless access points on campus. (3C, 4A, 4B) (Phase I implementation was completed in early January 2009.  The campus is now involved in the network redesign phase and implementation of secure wireless access.)
  • Successfully implement Peoplesoft Finance 9.0 (2G) (Current projected Go-Live date is February, 2009.)
  • Reopen search for a technical programmer/analyst position – redefining the scope of work to be accomplished in this position.  Revise outdated job descriptions as necessary.  (1A, 2G) (Position advertised in early January 2009 and is currently open as of March 23, 2009).
  • Investigate an Enterprise Identity Management System that would complement the portal, commission and decommission accounts and integrate with CSU’s federated model.  (2C(October ’08 update: After consulting with several firms, the campus made the decision to put this project on hold until after the portal has been implemented.)
  • Submit a revised Refresh Policy to the President’s Cabinet for approval, which includes possible funding sources.  If accepted and funded by the University, replace older computers based on priorities recommended by ITPAC. (3A, 3H, 3G)
  • Advance the Accessible Technology Initiative (ATI) efforts by focusing on learning disabilities and providing information, training, Web-based resources, conducting campus ATI team meetings and documenting efforts. (2F)
  • Implement Altiris Help Desk to provide end-users with online self service and tracking of their requests.  Populate the knowledgebase with articles.  Track progress on key indicators of Help Desk performance and use the data to implement changes that are aimed at improving the quality of delivered services and customer satisfaction.  Populate the Altiris knowledgebase with articles to assist both the Help Desk staff and end-users to resolve problems and find answers to questions.  (1B) (This Altiris suite of applications were purchased during the 2007-08 academic year. The Help Desk solution was implemented in October ’08 and a collection of knowledge base articles was purchased from KBI Total Base Solutions that same month. On-campus users can access the help desk solution at http://cmaapp02/AeXHD/winuser/Default.aspx)
  • Implement Altiris Imaging Solution (and RIPS) for imaging the computer labs to improve the lab build process. (As noted above, the Altiris application suite was purchased during the 2007-08 academic year. Imaging dramatically cuts the time required to bring new computers up online by eliminating the need to install the operating system and applications manually one at a time... resulting in more reliable systems.)
  • Implement a Virtual Private Network (VPN) for faculty and staff to provide secure access to campus network resources (including Z: drive and software installed on office computers) from off campus.  (3E, 4D) (Juniper's VPN appliance was purchased during the 2007-08 academic year [February 2008] and installed on 10/08/08.  It will enable users to access their Z: drives and control their office computers from off campus. Documentation for end-users is currently being developed.)
  • Partner with Microsoft to offer IT Academy for internal professional development, community outreach and students.  Microsoft IT Academy provides software training online, instructional materials and Microsoft certification classes  (1C, 1F, 1G, 3B).  (The program was licensed during the summer 2008 and was implemented late in the fall 2008 semester. Online training provides for professional development, student training and community outreach.  Greg Crum is the campus administrator for MS IT Academy.)
  • Investigate alternatives to using mass email distribution lists.  Propose a solution.  (2B)
  • Investigate document management system systems that include workflow and digital signatures and make a proposal.  (2E)
  • Work with the IT Strategic Planning Committee to form an Instructional Technology Committee that focuses on the use of technology in teaching/learning. (1D) (Vivienne McClendon is chair for the committee which began meeting in the Spring semester of 2009.)
  • Participate in CSU’s Moodlerooms Pilot Project. (3B) (Refer to CSU's Coded Memorandum AA-2008-15) (Pilot project was intiated in Fall 2008 using CSU's server and is currenlty ongoing.)
  • Implement VoIP desktop phone to cell phone pilot project. (3G) (A limited number of licenses were purchased for cell to desktop connectivity when the VoIP system was acquired in 2007-08)

Steve and his wife are the proud owners of two Corvettes:  a 35th Anniversary (1988) and a 1995 convertible. Only 2,049 special edition Corvettes were manufactured in 1988 (Steve's is #1916).  They are members of the North Bay Corvette Association
